GovWatch: know when the rules change on official government pages
Agencies edit their own web pages quietly — a wage figure, a penalty amount, a filing deadline — and the people whose work depends on those pages find out late. GovWatch fetches each watched page daily, throws away the noise (timestamps, counters, session junk), and alerts only when the meaning of the page changed, with the before and after text side by side.

How it works
1. Fetch. Every watched page is downloaded daily from the agency's own site.
2. Filter the noise. Page text is normalized and volatile tokens — dates, clock times, session tokens — are masked, so a page that only re-stamped its footer never wakes anyone up.
3. Alert on meaning. If the remaining text changed, you get the exact before/after passages and a confidence grade with its reasons stated (a dollar amount changed; the edit touches words like “penalty”, “effective”, “wage”).
